For Office 2013, the full Croatian language pack includes both the user interface (UI) and proofing tools. However, Microsoft has ended mainstream support for Office 2013, which means direct free downloads from their primary "Language Accessory Packs" page are no longer available for this version. But "no longer directly available" does not mean "impossible to find."
