You missed Step 2. Reboot and disable driver signature enforcement before installing. Alternatively, use the Windows 10 “Test Mode”:

Look at the back or the inside circuit board of your plotter. You will likely see a USB port. In Device Manager (see below), you can identify the chipset. Most generic plotters use a CH340 or HL-340 chipset, or occasionally an FTDI chipset.
